The Israeli construction sector, represented by the Israel Builders Association (IBA), plays a pivotal role in the nation’s economy, contributing 13.4% to the GDP with total investments reaching $65 billion. Established in 1949, the IBA is the official organization for over 3,000 members, including contractors and developers involved in home building, infrastructure, and various construction projects. The sector is characterized by significant growth, with an average annual increase of 5.5%. Government land ownership is predominant, with 93% of land held by the state, influencing the housing market where 67% of households own homes. The sector faces a persistent housing shortage, averaging a yearly deficit of 10,000 units, exacerbated by lengthy construction times. Despite these challenges, the sector’s projected growth is strong, driven by substantial infrastructure projects and ongoing urban development initiatives.

The Israeli construction sector is experiencing a significant transformation driven by a comprehensive multi-year infrastructure development plan. Compiled by the Prime Minister’s Office and the Ministry of Finance, with contributions from various government ministries and companies, the “Infrastructure for Growth 2023” program outlines an extensive list of projects valued at over 100 million NIS. These initiatives, set to commence in the next five years, aim to enhance the nation’s infrastructure through substantial investments in transportation, energy, and urban development.

Key projects include the Tel Aviv Metro, a $40 billion endeavor expected to serve 2 million passengers daily upon completion, and the Second Coastal Railway line, designed to double the existing coastal railway capacity and significantly reduce travel time between major cities. These projects are part of a broader strategy to attract private investment, increase competition, improve quality, and reduce costs, thereby fostering economic growth and development across Israel.
