RECENT ACTIVITY AND ASSOCIATION
ACHIEVEMENTS – PARTIAL REPORT!

As a result of the association’s activity, a directive was issued requiring government ministries to contract with contractors in a uniform contract on fixed payment terms and according to the requirement of the classification of contractors for the appropriate work.

The association’s activities resulted in an increase in the size of the C1 contractor’s activity for two years, from NIS 3.5 million to NIS 3.9 million and from 1,250 square meters to 1,500 square meters, in residential construction.

The association has amended the VAT law, which stipulates that VAT on construction services in TAMA 38 and evacuation of construction will be zero.

The association’s activity resulted in the addition of a quota of thousands of Palestinian workers to the construction industry.

Together with the government, the association is screening thousands of foreign workers in their countries of origin to enable them to be brought quickly to Israel.

The association’s activity resulted in an extension of the payment times on land at the Israel Lands Authority and the Ministry of Construction for 180 days from the time of the Tenders Committee’s decision.

The association has succeeded in promoting the elimination of threshold conditions, such as the requirement of a high contractor classification, in the Tenders of the Israel-Israel route, in the TA-Jaffa Economic Development Authority, in the municipality of Ness Ziona and more.

The association’s activities resulted in a periodic update of the Ministry of Construction’s price list for development work.

The Association provides its members with individual advice to implement the collective labor agreement in the pay slips of construction workers and prevents them from being exposed to claims.

In paragraph 38 – the association has eliminated the calculation of building land, which is the result of the strengthening of buildings, as the main area.

Following the association’s activity, Netivei Israel also publishes tenders for small and medium-sized contractors and the “mega projects” fragmentation into several small tenders.

The association’s activities with the CBS resulted in a regular and consistent update of the construction inputs index, as well as the publication of a new index of construction inputs for commerce and offices.

The Association, through the Foundation for Encouraging the Construction Industry, has qualified over 10,000 employees in the fields of safety, work at height and more, and has promoted an absorption of Israeli workers in the industry.

The association works regularly with government ministries and the Institute of Restrictive Restraint, which raises the cost of building without any benefit to the tenant.
